Pretty much. There seems to be a program called MiniTool Partition Wizard that might do it, but I don't think I'd trust it. I would just copy the contents of one partition onto a separate drive, then delete it and expand the other partition before copying it all back across. 

 

You certainly don't want to try anything without backing up your data first anyway

yup, tried once with it. it have an option to add or expand..something like that...to combine partition. the program ran like 5-6 hrs and then crashed. lost all my vintage collection of art films:P
