GiZ77x-ud3h not posting, shows code 8

This started yesterday when my PC Suddenly blue screened (DRIVER IQRL LESS OR EQUAL) and refused to boot up again.

CPU : I7 3770K@4.6Ghz 1.26V

Motherboard : Gigabyte Z77x-ud3h

PSU: Corsair GS800

 

 It starts and fans spin up but no beep,  motherboard led shows Code 8

Here is what I tried doing:

1. Remove both RAM Sticks,  same error code

2. Remove all PCI/E expansion cards,  same thing

3. Remove all USB Devices plugged in

4. Reset CMOS by taking out battery and jumping pins

5. Tried another PSU,  no luck.

I also noticed that CPU Socket is brackish colored,  is that normal?  Temps before the issue were normal for OC 85 Degrees on Prime95 SMALL FFT. 

 

Is there any way to fix it or is the motherboard /CPU dead?
