GPU Inactive/Doesn't Work After Start Up

Yep, since displaying an idle windows screen doesnt require any power from the gpu

When I start up my PC my ASUS Strix GTX 960 turns on and the fans spin. However, once I log in to the computer the GPU's fans stop spinning. Right now, according to MSI Afterburner the GPU has a baseclock of 135 mhz. How do I fix this, and make the GPU be active?

Its supposed to do this. It turns off the fan and keeps it that low to save power.
