No. When a game recommends 2gb of ram, it doesn't use all 2gb. It knows that windows and other programs will use some, and it ends up using around 1gb of 2gb. STAR WARS Battlefront reccomends 8gb minimum, but I only have 6 and battlefront uses 4gb.

That's incorrect. The "1.90" part is what will be used by windows. The 100mb is actually reserved by the hardware. This will vary from one motherboard to another, also depending on how many devices are connected to it.

Small tip: Download RAMMap. It's a small tool developed by Microsoft that'll allow you to see exactly what your RAM usage is, and where it's coming from.

the kernel is also kept in ram, that's the operating system.

The kernel will use the memory you see available in Windows. Kernel is part of Windows. The part that is reserved, is reserved by the BIOS/UEFI for the hardware.
