Silentwings 3 high speed pwm or normal pwm

Yeah. But 200 vs 250rpm, it's probably not going to make or break anything. As long as you can control fan speed well the high speed look like the best option.

So what is the difference and which one should i get the price is the same.

I need four for a push pull setup in my radiator and 3 for my case.

High speed has a higher maximum and minimum spinning speed.

You can lower the speed of the high speed fans to a point. If the minimum speed is too high for you then that can be a problem. Otherwise the high speed is a good choice if you can control the fan speed.
