So my dad has an old Dell Insperon 530, and we wants a new video card for it. The biggest problem is that he has a 300W power supply. 

1) Will a PCIE 16x slot be able to accept PCIE3 16x slot cards

2) What graphics cards will run on 300W PSU

 He doesn't need a super fast one, just one that will run like marvel heroes, SWTOR, and other not demanding FTP games on low @1366x768

 

Oh yeah it's also a Dell power supply, no idea how efficient it is.......

2) a 7790 would be a good option, it only uses like 80-90watts at max.

Are you saying it literally uses 0W? That makes no sense.....

No the pcie connection can deliver up to 75w I think

Is a 7790 really necessary for 1366x768?

I doubt the 300W power supply has a 6-pin PCI-E plug.  The 7790 requires a seperate 6-pin plug.  You can get adapters that use 1 or 2 molex to convert to a 6-pin, but In my opinion, if the PSU doesn't have one, then it wasn't meant for one.  kuzimins had it right with the 7750.  It's probably one of the best cards out right now that doesn't require an addition power plug.  I would imagine that the power supply has pretty low amps on the 12V rail, which would mean that the card will be pushing that power supply pretty hard.  7750's are around 100$ new (newegg) and 75$ used on ebay.  If he does want to upgrade the power supply, newegg has a corsair 430w for 20$ after rebate with free shipping which could power any card that requires one 6-pin plug.  Hopefully this helps.
