you can't have 2 gamers on a mini itx.

 

Id get just get s standard system, so i7 7700k, gtx 1070 or simmilar. Streaming will be fine with quicksync or nvec. For the file server you can just use folder sharing in windows.

I assume you've seen videos of old cheap Xeons performing OK. I would not recommend this, an i3 or if you're really cheap even a Kaby Lake Pentium will be better, though an i3 would be better for streaming. If however you're looking for a Xeon specifically because of ECC memory support (which prevents crashing of the system), then you might wanna look at LGA771 socket CPUs. If you're not that cheap and don't need ECC, just go for an i5 6400/7400, they will do the job well enough.

Can you give an approximation of the most ($) you're expecting to spend?
