Before anyone starts reading IT IS NOT CAUSED BY CPU BOTTLENECKING THE CARD, k, so i got a brand new RX 480 (sold my GTX 970 for one) most games work flawlessly even better but some others present this issue (see the image) and yield worse performance (now before you tell me why i sold the 970 for a 480, its because it was cheaper to get 2 480s than getting another gtx 970 g1 gaming where i live) and when i say some works work better they totally do, im able to do 60fps locked in Forza Horizon 3

I was the same way, where my card was doing that, but all that means is that no GPU power was needed at that moment to keep a steady framerate. Do you have V-Sync on?

i was no VSYNC on, in 99% of the games only when screen tearing is unbearable, its not that GPU power is not needed, previous card ran at 100% or 80% not spikes like this, for example in halo 2 the framerate is all microstutters through the whole game, in others just dips on heavy load areas while the spikes continue

yes, even beta ones
