Thinking buying new CPU which?

Hello guys, I am on a mission!

I need a new mobo + CPU. i have a i5 4670K + ASRock EXTREME6, I want to upgrade because of newer games require better equipment, since I like the quaility to be on highest setting as possible.

What I want to do: 

Streaming 1080 scaled down to 720

Have a good fast CPU that can handle that + new games @ high + ultra settings

Able to being overclocked

I don't know how great my own CPU will be streaming for me. 

Also my limit should be around $ 572,42 (4000 DKK into USD)

Should I just stay with my current and maybe just upgrade my harddisk space and then OC my old CPU, also how can i make sure it will be streaming fine and not make my games lag if so?

Also I'd be streaming games such as Dead by Daylight, BF3, Dota 2

I just have questions, will the Ryzen be more or likely as the new Kabylake or not even near it?
