I recently got a new laptop and it has a really short cable. I checked the 2 cables (I don't really know why I just did) and they had different voltages on them. I'm wondering if its okay to use the longer part of the cable to plug it in. I'm talking about the part that plugs into the wall, not the part with the brick that plugs into the laptop.

If you talking about the power cord portion to the wall like this yes you can get longer ones without a problem.
