I would give Notepad++ a try. It is an open source text editor that can open and most files and have them legible. Their wiki says that it is able to open them. I have found it useful in the past for editing files with odd-ball extensions. Please let me know if this works for you. You can find it here: Notepad ++ Download from project page.

Notepad++ was my first choice already tried it the files don't open correctly.  I believe they are binary files

Okay, I am at a loss then. I did do a Google search and found this: Microchip 32

There looks like there are some utilities there that may help. Other than that, I am out of ideas. Sorry.
