After switching on the desktop takes another 5 min to load all the icons and connect to the internet.i was using my pc and suddenly there was a power cut because of which it didn't shut down properly.I am experience this problem since then. There's no "Startup" in Windows 7 task manager.

Press Win+R to open Run menu, then type msconfig there and click OK. And there you'll see Startup where you could try to switch everything off.

If that will not help then you can look for things that slows your boot by installing Windows Performance Toolkit from Windows SDK, run "xbootmgr -trace boot" then analyze results (launching the "xperf boot_BASE+CSWITCH_1.etl" command)
