i know absolutely nothing about custom watercooling. can someone link me all the parts i would need for it?

i7 4770k Cpu

Evga Superclocked gtx 770 (reference)

16 gb corsair vengeance pro 1600 mhz ram

Samsung 250 gb ssd (boot)

Seagate 2 tb SSHD hybrid drive (data)

Evga Supernova 1000 watt PSU

Corsair C70 Gunmetal Black Case

What is your budget. Are you looking to water cool just the CPU or GPU as well? In general you will need blocks (CPU and or GPU), a pump, a reservoir, a radiator, fans for the rad, fittings, tubing, coolant, an anti-biological (kill coil, biocide, or use premixed coolant), and new thermal compound.

will $300-$400 be enough to watercool EVERYTHING?

What do you mean by everything. CPU + GPU, maybe (would be close), if you want to add the motherboard, no. Also, do not water cool the ram, it is pointless and is only for looks.

Don't do custom water cooling and spill it over your expensive components! Yikes! Learn what you are doing first... I mean like watch youtube vids for a long time and learn it inside and out and then take a try at it. 

im just wondering how it will be im gonna youtube stuff before i actually build it

How do you get A reference card?

Cards are either reference or non-reference designs. Referring to if the layout of the PCB was designed by Nvidia/AMD or a third party.

how much will it be for just Cpu and Gpu?

Depends on the quality of the parts, but you would be at the limit of your budget. GPU block is 100-150, CPU block is 60-100, Rads are about 100 for enough space for CPU GPU, pump is 80-100, reservior is 50-150, tubing is about 20, fittings are probably 60-100, coolant is between a few bucks and 50 depending on what you use, fans depend on what you get but 15-25 each. You need 120mm of rad space for each major component plus 120mm of overhead so for a CPU + GPU you need 360mm rad at the minimum.

would 2 240mm radiators be enough?

I would usually recommend 5 rad slots for a GPU + CPU loop. 4 is sufficient. More radiator space means a quieter system.

http://www.coolingconfigurator.com/ is EK's website for GPU blocks, if they don't have the blocks they probably don't exist. I buy my watercooling components from www.frozencpu.com and www.performance-pcs.com. You want a DDC or D5 type pump (brand doesnt mater, I prefer the D5 vario versions that have variable speed), get all copper rads (nickle/brass is ok, just no aluminum), CPU block and res is up to you, make sure you match the fittings to the tubing size.
