Make a VOIP that you can change CID for free

Hi, I want to make a VOIP that will allow me to call anybody with whatever number I want, I am only going to use this as a personal project with friends to have some fun with scammers and some family. I want to know how I would get started to make something like this. I really want it to be free and I will learn a lot of languages if I need to, If there is any program already created that does this for free then please link it. I got the idea to do it from PrankDial.com after watching the CSF video that Deniss did.

You need a telephone line that allows you to use the line property "CLIP No Screening" if you want to connect to the PSTN and present a caller id that does not belong to the line. This will likely cost money. Legal stuff: It is also against the law to display a caller id that you do not own.

 

If you're feeling adventurous you could build a VoIP system with Asterisk.

Even if it is online through internet?

 

I looked at Asterisk but it seems that you need PBX and have to pay to be able to call
