Frame Stuttering

Hello,been a long time since I've been here. So this happened months ago(don't know when)and occurs in any game(except Watchdogs series). First I've tried to end radeon settings everytime i start up a game, it did help for a bit then it succumbs to stuttering again. The second time i went on to the AMD community forums to ask for help there, there was one guy who said to turn off ULPS in which i did. The results were minor, but still stutters.

 

PC:

I7 4790k

Ram 32GB

Radeon HD 7950(main gpu),GTX 660

Asus z97 Sabertooth Mark II

Windows 10 Pro

Cooler Master v1000
