Is there any case out there that you can build a computer inside that's somewhat portable?

Hi,

 

sure, depends on how much money you're willing to spend and how portable you need. The Node 304 from Fractal Design and Dan-A4SFX from Dan cases are examples of very small "portable" PC cases. That's however just the PC, and would need a monitor and peripherals as well.
