Display Flashing?

So uh... my power randomly went out and upon rebooting, my screen keeps randomly flashing when I try to play videos and just in general. I'm not sure if this is an issue with Windows or just my monitor but help would be deeply appreciated. I have my system plugged into a surge protector as well so I don't understand how/why this would be happening. >.>

 

Using Intel graphics, no dedicated card.

Currently testing using a VGA monitor connected with to HDMI adapter to my motherboard, seems like it's working. 

 

I'll try a different display that uses DVI and if it works fine then it looks like the issue is the monitor. (I guess?)

Tested again using a different monitor using HDMI and it works fine. 

 

Fuck my fucking life. It's the display. But I don't even get how that could happen though, I mean everything is plugged in to a surge protector so I'm not sure how that destroyed it. Fucking what?

It's a common occurrence with many who have had a power cut. Just search the interweb as there are many who say the same thing.
