So I'm stuck here wondering which is better. I'm new to PC building so I don't really know what those "13-15-15 35" or CL15 are really. I've come down to these 2, G.Skill Ripjaws V 2x8gb(2800mhz) and Corsair Vengeance LPX 2x8gb(3000mhz). They are pretty much the same but the G.Skill is a tiny bit cheaper. But I need to know which is best for gaming/rendering/editing and also will work with my build.(P.S sorry if I posted in the wrong section)

The difference in speed is so small that there won't be any noticeable real world difference in performance. Go for the cheaper set or the set you prefer the look of, whichever is more important to you.

This is the only right answer. The only place you will see the difference between these and similar sticks is during benchmarks that stress ram to the max, games wont create a difference nor normal video rendering.

Unless your main use for the pc is ram benchmarks go for the one of which you like the look or price the most

Well thanks for the help guys. I'd think I go with the LPX since its 3000mhz. And by the way, can I overclock it higher? I've seen videos of people overclocking from 2133mhz but not 3000mhz so just wondering

There's no certainty with overclocking. You may be able to push it over 3000MHz or you might not be able to, it's luck of the draw really. It's not really a big deal if you can't, you won't gain much, if any, performance over 3000MHz.
