PCI-E 16x Extenders

I need a PCI-E extender for my 1070.  Does it need to be powered?  If so, why?

 

I would appreciate if you guys would let me know if there are other oddities that I need to know when it comes to a 1070SC on a riser.

I'm not quite sure but it is possible to send power through pcie to the cards. You might need this if your extension card has no more power input or if it needs additional power from pcie. 

 

But i am not quite sure.

 

I have my gtx 970 with a 16x riser installed - no more power needed!

I'd go for something that's decent quality, not the cheapest crap on Amazon, but it shouldn't need extra power.
