You can add a second 970, you can get an AIO (Kraken X62 would be a great choice) or you can go X99 and get a 5820K

He would be better off going with a stronger single gpu than adding another GTX 970. He would probably need a bigger psu anyway as a 550W might not have the required pcie connectors.

 

His cooler is also fine. No point switching to an X62 when he already has a good air cooler. Same goes for the cpu. The i7 4790K is still fine. A 5820K isn't much of an upgrade unless he is doing cpu intensive tasks.
