Motherboard problems?

Hello guys.

I just finished building a computer for a friend, and we are having some technical difficulties. First - let me list some things that (appear) as though their working - The case LED is on, the fans on the GPU are spinning (and there is an LED on the gpu that is on), the CPU fan is on, and there is an LED on the motherboard that is on. 

As far as I know, everything is plugged in correctly.

Now here is the problem: The montior is not receiving signal from the GPU (The monitor & cable have been tested), and the second part of the problem - when USB mice are plugged in, they lightup when the USB is halfway in, but when pushed all the way the light goes off (Multiple working mice have been tested). Also, the USB ports seem to be powered? They can charge devices.

USB  ports are supposed to be powered - but i don't know why the devices work when plugged halfway in - try taking out your gpu and using integrated graphics

Tried it - No diffrence. Although, In the proccess I realized one RAM stick wasn't all the way in. Fixed this - No change in the main problem.

yes, also, check the cables from ur front i/o - im beginning to think that some cables for ur power button reset button etc were plugged in wrong
