PC is 18 months old and when I first bought it, it would start up almost instantly and be ready to go. Now 18 months later it takes slightly longer to start up and then it won't open programs etc sometimes for at least a minute sometimes.

is this normal as PCs get older ? Any way to fix this ? 

I only use my PC for steam and YouTube so has no virus and also use malware bytes premium

Are you running a SSD or HDD for boot drive?

How full is said drive? When's the last time you deleted temp folders and files? Etc

I think it can damage ssd's.

 

You're thinking of Defragmentation. Disk Cleanup literally just locates and deletes temporary files and other unnecessary files. It has nothing to do with moving the "packets" closer together.

 

Also, defragmentation on an SSD isn't harmful in the sens that it can damage the HDD, it just adds unnecessary wear/writes to the NAND flash (it also doesn't "do" anything, because the SSD controller determines file placement/NAND Flash cell usage).
