Is the fan working ok? That thermal compound is kinda old though, released between 2008/2009, so while it doesn't technically have a shelf life, it wouldn't hurt to buy some IC diamond or newer type of thermal compound. Make sure the fan spins freely feel the actual heatsink, make sure it's making good contact with good mounting pressure, and see how hot the fin stack is, if the CPU is hot but the cooler isn't, then there might be a bad mount, if the whole thing is hot then it's not up to par, and a replacement should be considered, 70°C is what I expect from a stock cooler.
