I have no idea what is the problem. I already have try many things to work on it. I get 99% usage of GPU at 40C-45C during load. My CPU usage around 50%-60% at 60C. Or maybe this is because of GPU failure?  Thank you

Game that i've tried:

Dota Low Setting: 50-60fps

CSGO: High - 60fps

Rocket league medium - 24fps

PC Spec:

Processor: I5 4460
Mobo: Gigabyte H81M-DS2
GPU: GTX 760 Windforce 4gb
RAM: 8GB DDR3
Monitor: BenQ G900W (1440x900)
PSU: CM B500 v2
Storage: 1TB WD. 1TB Seagate

if it's not software

Check your hard drive with crystal disk info, might be causing the slow down

otherwise possibly the motherboard, but I'm betting it's the hard drive, how old are they?

I edit my posts a lot, Twitter is @LordStreetguru just don't ask PC questions there mostly...

Spoiler

What is your budget/country for your new PC?

what monitor resolution/refresh rate?

What games or other software do you need to run?

@Streetguru

I trying using my laptop ssd (Kingston 240GB) on my pc.

But the result still the same. what should I check?

Or maybe the GPU is not working properly?

Also I have run the online benchmaker at http://oortonline.gl/ and my total score is 5970.

It is good or bad?

If your fps didn't improve and you've tried reinstalling windows it's maybe the GPU ya, if you have a spare GPU you could check the motherboard, doubtful that's the issue though, or possibly the PSU, probably not the issue again though

On the bright side RX 470s are cheap and highly effective

Just now I just found that the GPU clock stuck at 135Mhz. What should I do?

Also the power consumption at average 195% TDP (idle)
