i broke cpu speed?

not sure if i broke the cpu speed or the bios, but apparently my i7 6700k is running at 0.8ghz  but everything is the same as it was befor it got broke somehow running at 4.6/4.7
im just a bit confuzzled on whats going on, and no i have not done any changes since about a month ago or so, and everything that does a hardware poll reads the cpu as running at 0.8ghz

Speedstep? it's lowering the clock when the CPU is not in demand?

not enabled unless it enabled itself when i turned on computer, and the freq doesnt go over 0.8 even under load in any application

Is the computer performing normally in games and benchmarks? If it's behaving as if the CPU is actually at 800mhz I'd reset the CMOS and start over regarding your OC, once you know the system is back to normal.

Try a game, if it runs terrible than it's your cpu, if it runs normal than it's the reading thats broken

task manager, logitech arx, even cpu-z is showing it at 0.8
cinebench is also reading it at 0.8 as apposed to 4.0
doesnt move over that under load

Reset the CMOS so you BIOS goes back to complete stock :D

That cinebench score isn't even that bad for a 6700K...

my cinebench is usually sitting around 950-960 but ive got a few tabs open in firefox as well as music playing so yea

and i would do a reset, but i learn my lesson last time i had done a reset, and that lesson was,
resets dont like raid arrays : (
