Thermaltake Cpu Cooler

Hey guys, i have a core i7-6700 non-k version and Asrock Z170 extreme 4 motherboard. What do you think about the Thermaltake frio silent 14 Cpu cooler? I can't order online from websites since they don't ship to my country. Mostly, in my country we have Thermaltake and Cooler master. I asked in many stores for Cooler master hyper 212 evo but didn't find it in any store. Is the frio silent a recommended cooler? I just want to change the Cpu stock cooler due to its noise and people here recommend the Thermaltake frio silent 14.

Where do you live? How much can you spend? What store? Can you link them to us? Why a Z170 at the first place and why i7 6700 non K? Is the stock cooler too loud for you?

Don't mind the budget. The reason is that i chose everything in the PC specs except for the motherboard they have put Z170 and also i didn't go for a cash payment method. It was an installment. Yes the stock cooler is loud. Here are the links:
