Upgrading A Old PC

I got this pc for free that I want to upgrade. My budget is $200-$250 US but I would go over. I was thinking of just getting a msi RX 480 and adding a new PSU but I wanna hear your guys idea

with 250, you could buy a 50 bucks power supply and a 470/480 4gb
