VHF can carry a signal further and pass through more obstructions, but is inherently more susceptible to interference. The further you go down the band, the longer the waves become and long distance communication is possible with very little power.

Probably because you would need a HAM license or equivalent to operate at particularly low frequencies or high Tx power.
