I'm trying everything stock but the multiplier is 10 instead of 9 and I've raised the voltage to 1.3v

What kind of ram do you have and what's all the settings on it?

mine isnt the best chip but, 4.2ghz with 10x420, 1.45v about 65-70c max with 1 140mm fan on a dual tower air cooler. ram was 1120mhz 2v, nb volts were 1.36 or 1.38 and the fsb voltage would be the same as well.  4ghz 1.4v should be easy for and qx9650 and 3.8ghz for a really bad one or if you are running 4 sticks of ram.

I have tried i even raised the multiplier by 1 then raised voltage and it blue screened

use the fsb then :P
