The top one is better but there are a few things to change:

A: Don't bother with a Z170 motherboard with a locked chip, you could go with any other chipset on the 1151 socket and still be fine

B: The PSU for both builds is rather mediocre, a CX450M (Grey label) would be a better choice.

The first one with the GTX 1050Ti but change the cooler of the cpu to the Hyper 212. I wouldn't recommend getting a 750Ti at this age as more and more games are going to want more.

Pretty much anything that is LGA 1151 will work, and you can just go with the cheapest that has the features and/or aesthetic :P
