Undervolting a gpu?

Maxwell doesn't gain anything from undervolting, Afterburner for instance only lets you tune the voltage up. You could lower temperatures by lowering the temperature target, but it would result in reduced performance.

That's mostly the fury cards for modern GPUs, they have the potential to be as efficient as a Fury Nano
