As long as you're 60 and above I wouldn't worry. That could be as simple as where you are in a given world/map. As Levent suggested, it might be throttling due to overheating, but you've given us very limited information. As naca suggested, provide us with as many details as possible.

3570k at stock speeds, with stock cooler, GTX 760 ASUS direct CUII Oc'ed to +130+300.  8 GB or corsair RAM, ASUS p8Z77-v LX MOBO. 

 

Driver is 331.65

 

Games are mainly BF4 but a little in Batman Arkham Origins, those are the only games I am playing right now.

What are the setting or both of those games? I think those are pretty standard frames.

Ultra and ultra, what worries me isn't the FPS, its that it changes for no reason for a good while.

That might be overheating, when that happens check temps

OK, what is the best CPU temp program?  And my GPU should be fine, cause it is normally like 75C

75C is a little warmer than my card runs while playing BF4 on high settings so although it isn't terrible, it isn't great either. I usually don't see anything above 67C on my card no matter what I throw at it.  I use HWMonitor for CPU and GPU temp monitoring. It isn't perfect, but it's my personal program of choice. If you see the card hitting a ceiling of 75C and then performance dropping in order to lower temps (or stop them from getting higher anyway) then it most likely IS your card throttling to stay under a thermal limit. Let us know!

Well in EVGA precision X I have the max temp for my card at 90C  I think that that is OK, but maybe I am wrong?  Also I will do testing tomorrow, so I will let you know then!

OK, I ran EVGA's GPU stress test, and I stayed at 65C the whole time never went above, so I will test my CPU in the morning, but I noticed that the stress test put a %30 load on my CPU and it was at 58C which is pretty high I think, so it is probably time to upgrade from the stock cooler!

I get very inconsistent FPS, if i play for an hour, I will get 85 FPS for 25 minutes for example, and the get 60 for the next 25 minutes, it is random, my environment changes, but not when the FPS drops happen, anyone have any ideas?

Better cooler is good idea. Something like BF4 is really CPU intensive game and will get it to run hot. On GPU I think you are ok as long as it stays under 75 on stress.
