So i have FPS problems while gaming, CS:GO 50~FPS, H1Z1 20-30FPS, COD4 250FPS (with drops like 150, 170). Anyway i installed new GPU and since then i have problems with it, maybe PSU i not good enough for this gpu. My specs are: AMD Phenom ll X4 965 3.40GHz, AMD Radeon HD6970 2GB GDDR5, 4GB of ram, 500W PSU, Asrock 770 Extreme3. Old GPU: AMD Radeon HD6850 1GB GDDR5.
My HD6850 died, so i wanted to buy something similar, which i did --> HD6970. I bought it used but works fine (temp normal, not too loud, etc.), on my friend's PC worked normally. My HD6850 had one 6pin connector, HD6970 has 8pin and 6pin, so obv drags more power. Is it possible that PSU is not good enough and i actually get lower performance on better GPU? What's the PSU exactly ?

Did you check your RAM Usage? 4GB is not much for gaming... I would install msi Afterburner and open the taskmanager to see what components hit cap.

My Setup: 
CPU: i7 4790 @3800 MHz, MB: MSI H87-G41, Grafik: Gigabyte GTX 1080TI, RAM: 2x 8GB DDR3 (1600), Storage: Samsung SSD 850 Evo

Didn't it show any sines of trouble with the 6850 ?

I'd suggest a replacement such as a CX450M which, unlike this PSU, would actually be able to deliver its suggested wattage.

Nope..

Im rocking an old Sapphire HD 7770, and this is the case for me. The last batch of driver updates wreaked absolute havok on my frames and I had to do some tweaking to get it back to where it wasnt stuttering.

Nope..

On second thought it can't be the psu cause if it was it would have triggered the OCP, and the CPU can't be a bottleneck o i think it's the Graphics card.

TDP isn't power consumption, it's a measure of heat production. There's like a ~100W difference between the two. Also, 500W is plenty anyway.

The listed wattage of 500W is more than enough to power the system, but the PSU probably is incapable of actually outputting that wattage. Do try using DDU to uninstall older drivers before installing the latest drivers that still support it.

I installed lates GPU drivers on fresh win10 like 3 days ago

Do you have any overclocking utilities? Also, it's just a good idea to use DDU and reinstall drivers just to eliminate a possibility.
