First of all before you ask my PC specs are

Intel Core i3-6100

16 GB DDR3 RAM dual channel

MSI GTX 950 ti 2 GB

Asus B150M-AD3 mobo

Hello recently made the upgrade from my terrible AMD processor to an Intel Core i3-6100 which I was glad to see ran my main game Counter Strike Global Offensive at around 130 fps compared to 40 fps, however when I installed I encountered a problem that while hyper-threading is on in BIOS (i3-6100 has two cores hyperthreaded) I was still only getting two threads, I put this issue on the back burner as I still ran at an acceptable 130 fps even though a build like man should average much higher frames especially on the settings I play (1024x1280 stretched all low) and needed to get back to practicing. However now after not changing any settings in game or bios my frames have dropped to 30 fps. I have ruled out background processes stressing my cpu and thermal problems. I'm glad for any advice you can provide and would like to hopefully have things in top shape by Saturday as my team has a scrim then.

I didnt know a 950 ti even existed?

Check your bios setting. Reset to defaults and save.

check your OS boot file isn't limited to just 2 cores in Boot Advanced Option settings

Try to uninstall ACPI driver and let it redetect
