PC Won't Power Down

I just installed new mobo, CPU and RAM and after installing all my drivers when I try to put my comp into sleep mode, or restart it, or shut it down, it doesn't power down. When I put it to sleep mode or try to restart it, it crashes and reboots. When I try to shut it down the screens shut off, but it stays powered in for another 5 min then restarts. What could it be?

i had the same problem while ago and when i created a shutdown short cut it worked

When did you build it? Try reinstalling the RAM

So just take it out and put it back in?

i get that from time to time, i was advised to install the lastest bios, i notice when i eject any external media it seems to work

Also I can't update my bios because USB ports will power my USB Drive but not read it. With any drive.

if u have internet connection, u can update through internet in the bios

Tried it, it won't let me use the internet.

also usb isn't getting detected at all.

UPDATE: Factory reset computer guess it was a driver issue because everything works now.
