Yeah it doesn't matter what generation of PCI express it is, they're all backwards/forwards compatible.

So I was watching this video about upgrading pre built PC's which inspired me to try to upgrade the one I have and don't use anymore, in the video Linus covers everything there is to know about the topic, but I have a question about one of the things he mentioned. 

 

He mentioned the PCI ex 16 slots and how there are different versions of the slots 1 2 and 3. So I check the PC's motherboard and to my suprise it had a PCI ex 16 slot, just with no version number. 

 

Ultimately my question is is my PCI ex 16 slot compatible even though it has no version number next to it like in the video?

If you know your type of mobo you can look it up. Should be a type number on the mobo somewhere or maybe even a sticker.

What really matter are the physical and electrical specs.

It's PCIe 2.0, but it won't really affect your upgrade options. PCIe is backwards compatible, so cards claiming 3.0 compatibility will still run fine in a 2.0 slot. And while PCIe 3.0 offers more bandwidth, PCIe 2.0 x16 is still enough bandwidth not to be an issue for any single video cards that I'm aware of, and especially not for the sort of video cards appropriate for an old office PC.
