I wish I knew the answer as I have wondered the same thing...

Maybe its because it might be measuring it in MB/s not Mb/s as there is difference:

MB/s - meaning Megabytes per second

Mb/s - meaning Megabits per second

I'm most likely wrong though so I'll wait for another reply...

Yeah, I don't really trust Origin's download metrics. Showed me downloading with 450 mbps at one point.

What internet speed do you pay for?

Steam lists downloads in MB/s (Megabytes per second), whereas Internet Plans are listed in Mbps (Megabits per second). If you are downloading at 30 MB/s elsewhere, your Internet Plan must be at least 240 Mbps.

Also, it's important to note the difference between MB/s and Mbps, and MB and Mb. Big B for Bytes, little b for bits.

EDIT: On topic: Steam problems?

When EA beats you at customer support, you know there's a problem.

Where do you live and can I PLEASE move in?

I don't take up much space and I think I'm adorable.  ?

Seriously I'm desperate for faster downloads.  My parents are too stupid to realize how slow and terrible our internet is...  ?
