How can i set his it up to where my dad can access his pc with remote desktop on his laptop over the internet from his work office?

You need to port forward on your router and subscribe to some sort of DDNS service. (Unless you already have a static public ip)

Yeah "DDNS" You assign it on your router and you have a publicly avalible hostname which resolves to your routers IP even when it changes. Then you forward a port on your router to your dads ip address. then connect like. "example@exampleddnsservice.com:2001" or whatever port you choose. Just make sure it maps to 3389 on your dad's pc.

Yeah you should be able to do it on there. Don't know how ddns will work properly though, not overly sure about your config.

If you don't have a resolved name for your ever changing external IP then you may still be okay.  My external IP hardly ever changes unless I shutoff and restart my modem.  You could also setup your dad's home PC to check if the external IP (routers external IP) has changed (checking every few minutes or so) from what it was previously... and if it has changed, automatically email the new IP address to him.  That is kindof similar to what happens on my setup... I have a server which is always on and if it sees the router's external ip has changed, it communicates that new IP to TZO (the DDNS registry I signed up with) so that they can update the DNS lookup registry.  Routers can do that same thing to keep the DNS lookup in synch with your current external IP.

You need several things.  Like the others already said, you'll need a DDNS provider otherwise you'll have to memorize your IP address each time it changes.  After that, there are two approaches you can take. 

 

The first, like others suggested is configure port forwarding on your router.  This allows an external device to connect to the internal resource. 

Pros: simple to set up

Cons: internal machine is now directly exposed to the internet which could be a security risk

 

The second way, which is more complicated is to set up VPN.  Most routers these days come with at least a PPTP VPN service but some of the more SMB oriented routers offer IPSEC, LT2P over IPSEC, and even SSL VPN solutions. 

Pros: Secure method of accessing your internal resource without the need for specialized software such as TeamViewer

Cons: Limited compatibility with routers and potentially complex setup
