Will a Celeron Bottleneck a R7 370?

I'm building a $350 budget PC (including tax and shipping) centered around a Celeron g3900. I found a good deal on a Radeon R7 370 4gb model and I'm wondering if I should spend a little more money a Pentium g4400 to avoid the possibility of Bottlenecking.

Go for the G4400. You'll see a big performance improvement in games and general tasks, regardless of whether or not the Celeron would hold back the R7 370, which is basically a rebadged Radeon 7850 IIRC.

 

You might also consider holding out for the Pentium G4560, which has hyperthreading and performs within 10% of an i3-7100 but costs 40% less.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.
