I already have a g3258 clocked at 4.7ghz with a g1.sniper b5 with the b85 chipset, I'm wondering if this one will perform better and then maybe give the worse mobo and g3220 to my little brother.

No, changing the motherboard will not give you any performance boost unfortunately, I would save money for a better build especially when AMD is releasing their new CPUs and GPUs soon. Then you can give your current build to your brother. I know it requires patience but its gonna be worth it trust me!
