I don't recommend the i7 4770K. Did you know that the i7 4790K is really basically the same thing, just with a better thermal interface material to aid in fast and effective heat transfer from the die to the heat spreader that contacts the CPU cooler.

 

Bottom line: 4790K is much less prone to overheating.

 

Do note that the stock cooler is not that great at overclocking. Maybe you'll get another 300-400MHz out of it before the CPU overwhelms the cooler.

A good air cooler will do just as good as an expensive AiO. Stay away from small AiO coolers with single length radiators, they're not worth it.

 

I have a Artic Cooler Freezer 7 Pro Rev. 2 air cooler? Is that good enough?

i7 4790K is 88 watts. Add five in case you lose the silicon lottery, you're at 93 watts. Now let's look at your cooler. Recommended for chips of up to 115 watts. Maximum cooling performance is 150 watts. This cooler will serve you well for at least 500MHz past stock speeds.

No need to overclock it if you're not going above 4.4GHz, it'll do that on its own. When you give it a lot of work to do, enough that 4GHz would be at 75% usage or more, it will automatically turbo to 4.4GHz and should not output more than 90 watts at this speed.

If you can spend money on decent water cooling then go for it, just don't buy bad AIO watercooling systems because they are risky. If you don't know what to choose then try researching on YouTube for some tests and you'll see

With the information I've received from @weberdarren97 I don't think I'll need water cooling

Yes, the turbo clock is achieved via Intel Turbo Boost technology. It's a really neat feature to have.
