would a the 4790 non k bottleneck a 1070 in the division? because i have n i5 4460 n its like 110% cpu usage n gpu is 99% i dont have a overcloaking motherboard but i have a h90liquid cooler will the 4790 be a good upgrade ?also when the game is loading it it has done it ever since i did that in game benchmark the loading percentage while in loading screen goes from 40 to 25 percent im like what....

Oh so if i switch it to my ssd would it make a difference the thing is i tried the game on a 6700hq laptop with a gtx 1060 and it was installed on a 2 tb5400rpm hard drive and the game was loaded faster then my desktop and played without loading pauses in middle of combat so thats why i was thinking the cpu is the problem and thus for get the 4790. I also dont want to buy a new motherboarx n ram sincd i just bought ddr3 on this black friday n was just thinking abut getting the 4790 to get higher core count n the turbo of 4 ghz also is it possible to keep it at 4.0 ghz at all times?

You could possibly overclock it so it stays at 4 ghz, but if you're not getting an unlocked one so you can't always run it at turbo. Sure there's probably a setting somewhere, but I don't know what your computer is like.

I have a b85 asus motherboard n it those let me see the multiplier count and move it around along with the voltage ive seen videos abut the k version i just wante to know the 4.0 ghz voltage setting

You could possibly get it to 4 ghz without applying voltage, since it's already pretty close to it at stock.

Yeah but i wanted to know how to keep it at that 4.0 frequency i mean aside from xmp this bios in the mobo is like a overcloaking motherboard

I'm not quite sure what you mean because I just told you, but I'll go into more details anyways. If you go to the overclocking part of your bios you will see a bunch of options if you look for "frequency multiplier", or something along those lines, you should be able to type in 400 and it will set it to that. If you don't have a very good cooler I would not recommend this. But I am unsure if it will change the boost frequency either because I haven't really dabbled in overclocking much, but I do know what I'm talking about.

Would you mind providing us with a screenshot of the frame rates and CPU load??? Also, have you done a quick SMART check to verify if your HDD is failing because your load times should be about the same between your laptop and desktop... I also would not rule out keyloggers or background programs because that CPU Usage is a bit high even in-game.

Well the i5 under load never gets to 40c its always 39 max under load . And also yeah ive consider doing a system restoration and just install nvidia drivers and the division but since i have 2 monitors im thinking the i7 does fullfill the shoes on my habbit of having chrome tabs open i also closed all other active processes in task manager but the result was the same.

Honestly.... I wouldn't spend the money without taking the time to troubleshoot. I highly recommend you do a full system restore after determining if your HDD is failing. If the hard drive is failing than the system restoration on that drive would just end up being a waste of time and effort and the new processor wouldn't help you. I actually think that your current processor and GPU are fine for that game and something within Windows is causing the slow downs.

See if there are any unknown system processes hogging system resources, If you find any remove them and run a smart check within Windows. A program called CrystalDiskInfo could help you determine if your HDD is failing by reading the S.M.A.R.T results
