"URGENT" Computer Stutter / Freezing.

I've recently built a insane computer over the summer back in july... and all of a sudden it's been acting up. 

I'll be in a game "league of legends" and I'll have around 400 fps... then it'll randomly drop to 10-20 fps and literally everything will start stuttering and lagging nonstop... even the lighting on my keyboard will lag. 

I have no clue what to do.. help.

I'm running a  Corsair RMX Series RM1000x   

I feel like it's related to my drivers but I'm not sure at all which one and how to update them.

i think windows updates drivers automatically, and for the gpu, go to geforce experience and update your driver there...

I've updated everything, as of now.. I still get FPS drops in-game and I also sutter when scrolling through certain programs and feed on social media. 

also.. whenever I click and highlight on my desktop it'll be fine half way through the screen and will start to stutter afterwords. 

 

I uploaded a video to show what's happening when I highlight things... When it's small it's silky smooth but as I expand the highlight it gets really choppy.
