A app on your phone or computer to see it. PTZ stands for pan, tilt, and zoom. Standard security cameras runs on BNC and your monitor won't have that. You will need a vga to bnc converter to make that work, but it won't do any recording. You'll need a DVR system to do that. Those won't have PTZ either, the ones that do are extremely expensive and requires other parts to make them work.

I don't need recording. Just live playback, any links you can give me for recomendations?

Your best option is to find a local store near you that sell it, so you can then get the parts you want.
