Can't run certain programs unless run as administrator. [HELP]

So i just installed windows 10 ( after a few months ), installed some programs that I need with Ninite, installed my drivers (Intel & AMDGPU) and everything was working fine.

I could open task manager by right clicking task bar or CTRL ALT DEL. I could play few games, and use some programs.

After few days, I saw my windows getting updated or something.

Well okay, nothing could happen but guess what. This problem is giving a hardtime trying to fix.

When I try to run Task Manager, it does not open! I need to search it in START MENU and open it AS ADMINISTRATOR.

I tried sfc /scannow on cmd not working ._.

 

It must be something with priviligies or ... i don't know.

I should specify that my UAC is set to http://prntscr.com/dtbxf8 (Lightshot -prntscr.com) [RECOMMANDED SETTINGS]

 

Please help me out. Everytime I reinstall windows this happen
