Yes.

U can also have H or B mobo and K chip, it will work in stock and turbo speeds just no overclock.

Sure. You just need a K-series processor and Z-series chipset paired together to be able to do CPU overclocking. It's just not recommended very often because you usually don't need the other features of "Z" chipsets (XMP memory profiles and SLI/Crossfire) if you're not building a higher-end system.
