Telling Programs to use different networks

Not sure how well it would work but it's always worth a shot.

Beyond that you would need the steam server IPs and set static routes out a specific IP address.

Is there a way to tell programs to use a specific network ? 

i have access to 2 different networks and id love to tell steam or chrome to use network A while my games use B
