Does Liquid cpu COOLERS helps air flow in the case?Can i use it as intake and rear and top fan as exhaust?

Or is that just cool the cpu.

Anyone can suggest the best cooling technique for Nzxt s340 elite with a liquid cooler at front.

Yes you can but the airflow from the radiator is going to be hot air.

It not advise but JayTwoCent did a video on it and show it only marginal temperatures as long as you have good overall airflow.

That's not true, and has been disproved many times. Overall airflow and maintaining positive pressure (to prevent dust build up) is far more important. All loops are different of course, but there is certainly no rule that a rad can't be intake.

You can do that if you prefer. All depends on the case and fan position, plus intakes should always be filtered. Sometimes an equal number of intake and exhaust can work if the RPM is balanced correctly. For the S340 as OP has, I'd have front intake, top intake (with filter) and rear as exhaust.
