Flickering Pixels Problem

Here's a vid:

cant tell if it's a hardware or software problem cuz updating/downgrade drivers dun work n I've tried all kinds of cables dvi to hdmi cable, 2 different hdmi cables, dvi to vga.

 

The problem seemed to fix itself but keeps coming back.

 

Forgot to mention irl looks a bit different from video there's a bunch of smaller patches of pixels here n there around dark areas

Soz about vid quality I was using iPhone 5

my gpu is an R9 390 and the monitor is an acer r1 series(cant remember exact model no)

Also heres another vid not mine but same problem

the guy who owned the asus said he had to bring his to manufacturer
