Hey guys, Im experiencing a really strange bug... I am unsure what is causing this but in every game i play my fps is capped at 17 or 16fps. I have an i5 6500 and an R9 390x.
In GTA V I cannot achieve over 17fps and need to restart to get higher fps. In BF1 and star wars battelfront i get a capped 17fps.....
In mafia 3 i cannot achieve higher than 17 fps either.
My PC is more than capable at achieving 60fps in gta v and it was once able to. idk what i have changed but somehow i cannot get more than 17fps.
This is a problem in most games and seems to go away after i restart but comes back later.
Thanks - Kosta
btw my GPU usage is at a constant 100% with occasional dips to 98%, in most games i get 75 to 80% CPU usage

Note: In league of legends i can get 300fps because it is easy to run, idk why this game is different. Btw my drivers are updated and i believe it is a software bug and not hardware

17 fps is pretty aweful for that gpu, that's a pretty decent gpu.  I'd use DDU to uninstall your current drivers and reinstall if that doesn't fix it I'd try rolling back to previous driver versions.

Case - NZXT H6 Flow : Mobo - ASRock X670E PG Lightning : PSU - Deepcool PX1000G : CPU - AMD Ryzen 9 7900X3D w/Arctic Freezer III 360  : Memory - G.Skill Ripjaws S5 32gb 6000mhz CL30 : GPU - MSI Expert 4080 Super : Storage - Verbatim Vi7000G 4tb NVME SSD  : Displays - Gigabyte 32" M32QC Curved 165hz & 27" M27Q Pro 165hz 1440p

If your GPU is getting too hot, it will throttle down and the result will be lower FPS in games.

Also, check the Crimson/Wattman software to make sure you do not have any Frame Limits active in those games.

I will try to check the programs, it isnt too hot and is around 65c. I might uninstall my drivers, Thanks

Ill reinstall drivers and ill check if that works, Thanks for the reply :). It is probs a software issue so thanks.

That's really strange because I'm having the exact same issue but with a different GPU. Hope you get it fixed , though.

EDIT: Try this: Switch between fullscreen and windowed , does the fps get back to normal?

CPU: AMD Ryzen 5800X GPU: Nvidia RTX 3080 12GB + Motherboard: Asus Crosshair VIII Hero

Case: Asus ROG Strix Helios Gundam Edition Power Supply: Asus ROG Thor 850P
